The DTI Bureau of International Trade Relations - Multilateral Relations Division (APEC) is inviting interested relevant stakeholders, members, and networks (businesses/companies, including MSMEs) involved in and/or participating in supply chains to participate in the “Survey for Phase Three of the APEC Suggested Framework for Supply Chain Connectivity Framework Action Plan (SCFAPIII) 2022 – 2026.” 

The survey aims to corroborate the targeted chokepoints identified in the SCFAP Phase III and incorporate additional areas into the framework. 

Since the Ministers’ endorsement of the SCFAP in 2009, the Asia-Pacific Economic Cooperation (APEC) continues to lead the work in strengthening and improving supply chain connectivity and regional economic integration in the Asia-Pacific region. For its part, the Philippines supports efforts to integrate supply chains to address the COVID-19 shocks and maintain a robust and sustainable recovery.   

At present, APEC member economies are discussing the development of a third phase which will build on earlier implementations of SCFAP I (2010–2015) and SCFAP II (2017–2020) to reduce trade costs across supply chains, improve supply chain reliability, and support competitiveness by identifying and addressing present supply chain chokepoints. The overarching goal for SCFAP III is “to build secure, resilient, sustainable and open supply chains that create a predictable, competitive and digitally interconnected Asia-Pacific region for all.” The proposed chokepoints to be addressed are the following:   

1. Inefficient digitalization of end-to-end supply chains, including border procedures and trade documentation exchange;  
2. Inadequate infrastructure development to support robust multi-modal connectivity and logistics networks;  
3. Insufficient cooperation on data flows and cross-border payments to support increasingly digitalized supply chains;  
4. Lack of understanding of green supply chain management practices and increasing pressure for supply chains to be sustainable; and   
5. Lack of targeted support facilitates MSMEs’ access and integration into global supply chains.
